The Constitution makes the following provisions under Article 45 of the Directive Principles of State Policy that, “The state shall endeavor to provide within a period of ten years from the commencement of this Constitution, for free and compulsory Education for all children until they complete the age of fourteen years.”
Article 15, 17, 46 safeguard the educational interests of the weaker sections of the Indian Community, that is, socially and educationally backward classes of citizens and scheduled castes and scheduled tribes. Article 15 states, “Nothing in this article or in clause (2) of Article 29 shall prevent the state from making any special provision for the advancement of any socially and educationally backward classes of citizens or for the scheduled castes and the scheduled tribes.” Under Article 46 of the Constitution, the federal government is responsible for the economic and educational development of the Scheduled Castes and Scheduled Tribes.

? right to available and accessible secondary education (including technical and vocational education and training), made progressively free
? right to equal access to higher education on the basis of capacity made progressively free
? right to fundamental education for those who have not received or completed primary education
? right to quality education both in public and private schools
? freedom of parents to choose schools for their children which are in conformity with their religious and moral convictions
? freedom of individuals and bodies to establish and direct education institutions in conformity with minimum standards established by the state
? academic freedom of teachers and students.
